Own monitoring software supporting multi-probe

Basically I am looking for some sort of monitoring software that I could install on my own VPS that would support a few geographically redundant point of monitoring and send out an email only if all monitoring nodes are reporting a failure. So say for example if I have 3 VPS, located in US, Germany and Japan, and a fourth monitor of monitor located in UK, then the server in UK will send an email to me if all of the US, Germany and Japan reported failure.

Is it possible?
